Acts of the Senedd
An Act of the Senedd is a law passed by the Welsh Parliament (Senedd). Acts are primary legislation and form part of Welsh law. A proposed law is introduced as a Bill before becoming an Act following approval by the Senedd and Royal Assent.
Explanatory Notes to Acts
Explanatory Notes provide information to help readers understand an Act of the Senedd. They explain the purpose and effect of its provisions but do not form part of the legislation itself.
Bills
A Bill is a proposal for a new law or for changes to existing legislation. Bills are considered and debated by the Senedd before they can become Acts. A Bill becomes an Act following approval by the Senedd and Royal Assent.
Explanatory Memoranda to Bills
An Explanatory Memorandum accompanies a Bill when it is introduced to the Senedd. It explains the Bill's policy objectives, consultation undertaken, expected costs of implementation and other relevant information about the proposed legislation.
Notices of Amendments to Bills
A Notice of Amendments, also known as the Daily List, records amendments tabled to a Bill on a particular day. Amendments are listed in the order in which they were tabled.
Marshalled Lists of Amendments to Bills
A Marshalled List sets out amendments to a Bill in the order in which they are expected to be considered and voted on. It provides a structured record of proposed changes to the legislation during the legislative process.
Groupings of Amendments to Bills
A Groupings List organises amendments into groups for debate. Amendments dealing with similar subjects are generally considered together to help structure proceedings and avoid unnecessary repetition during debate.
Committee Reports Relating to Bills
Committee reports relating to Bills provide additional information about the scrutiny and consideration of proposed legislation during the Senedd's legislative process.
National Assembly for Wales Publications
Public Information Online also provides access to historical publications produced by the National Assembly for Wales, the predecessor to the Senedd.
The National Assembly for Wales became the Welsh Parliament, known as the Senedd, in 2020. Historical publications may therefore refer to the institution as the National Assembly for Wales or Welsh Assembly.
